In the ever-growing hall of shame for the propagators of global disorder, prepare a special pedestal for the Secretary-General of the United Nations Antonio Guterres. His shameful remarks Tuesday before the Security Council are an example of why the UN cannot be counted on to keep peace anywhere.

Mr. Guterres’ comments constitute nothing less than an apology for Hamas terrorists, despite some slight reservations. “It is important to also recognize that the Hamas attacks did not occur in a vacuum,” he said of the Iran-backed terror group’s invasion of southern Israel on July 7. October, which cost the lives of more than 1,400 people.
