Why do LA Latinos vote at much lower rates than white people?

Developer Rick Caruso’s game plan to become mayor of Los Angeles hinged on a simple strategy. He wanted low-propensity voters, drawn to his message, to turn out in droves. Those voters, according to his campaign, were overwhelmingly Latino. If they voted, he would win.

In the end, they didn’t vote and he lost.
