The background: In historic vote, Virginia became the first state of the Old South pass a bill to legalize marijuana in February. Only Democrats voted for the bill in both chambers, although some Republicans have expressed support for the concept of legalization.
Other changes: The governor called for speeding up the sealing and expungement provisions for past marijuana-related offenses and for strengthening labor protection for workers in the marijuana industry. He also proposed two budget amendments that would fund public health campaigns and training law enforcement officers to recognize impaired driving.
And after: The governor has 30 days to act on the bill and is almost certain to sign it.
