Video shows Louisiana officer with arm around neck of black teenager

Local officials say they are investigating after a police officer in Baton Rouge, Louisiana, was filmed pinning a 13-year-old black man to the ground and holding his arm around the child’s neck during the an arrest on Sunday.

A video posted to social media shows an officer holding the boy to the ground as onlookers shout, with one repeatedly shouting, “You’re choking him.”

The officer then appears to release the boy’s neck and places the child in hand restraints with the help of a second officer. (See blurry video of the incident below.)

Baton Rouge mayor-president Sharon Weston Broome told a press conference on Monday that officials have yet to make a decision regarding the officer’s actions, but that a full investigation will take place.

“We won’t get around any problem. We will make sure, I will make sure that this is fully investigated, ”she said.

Baton Rouge Police Chief Murphy Paul said on Monday that officers twice responded to multiple disturbance calls involving children at the same location on Sunday before the incident filmed.

During the second appeal, two children were taken into custody, one for a police officer’s battery and the other for resisting arrest, Paul said.

The police chief did not address details of the video circulating on social media, but said his department and the city were working to post police camera footage of the incident. The output of this video is awaiting court approval as it contains footage of a minor.

Civil rights attorney Ron Haley Jr., who represents the boy’s family, said he looked at the body camera footage and pleaded with the public to be patient and wait for its release.

“I ask for patience until the images are released. The videos of Ahmaud Arbery, George Floyd, Trayford Pellerin and countless others that sparked this moment of change also create a heightened sense of dread and anxiety when it comes to interacting with the forces of the ‘order,’ Haley told CNN. “I’m sure (my client) didn’t wake up on Sunday thinking he would be in the middle of a civil rights issue gripping the city. It’s a lot of pressure on a youngster. “

Haley said the teen was returned to his parents’ custody on Sunday and was charged with assaulting a police officer.
