Any owner of a land motor vehicle not linked to a railway line is required in Morocco, by law, to take out “motor third party liability” insurance.
The National Repository of Insured Vehicles will be implemented in the fourth quarter of 2022, according to the Moroccan Federation of Insurance and Reinsurance Companies. This Referential constitutes a prerequisite for the dematerialization of motor insurance certificates. It will also make it possible to strengthen the growth of the sector and of road safety, by fighting against driving without insurance and insurance fraud.
The insurance sector is working on the finalization of a structuring project. That of setting up a “National Repository of Insured Vehicles”. Work is at an advanced stage for the realization of this project, led by the Moroccan Federation of Insurance and Reinsurance Companies (FMSAR), in partnership with the Insurance and Social Welfare Control Authority (ACAPS) and professionals. The National Repository for Insured Vehicles should be implemented in the fourth quarter of 2022. This Repository is an essential prerequisite for the dematerialization of motor insurance certificates which will be produced after discussion with the various parties concerned. To make this project a reality, the profession is supported by an expert, a technological partner responsible for the design, implementation and maintenance of the national platform for insured vehicles. This system will in particular allow the growth of the sector (make up for the shortfall), the protection of vehicle users as well as road safety, by facilitating road checks for the authorities. Moreover, the project is supposed to fight effectively against driving without insurance and against insurance fraud. This guarantee covers damage that the insured car could cause to a third party (passenger, other driver, pedestrian, etc.) or to another vehicle. In 2021, motor insurance premiums in Morocco increased by 7.8%, over one year, to 12.89 billion DH, out of 50.25 billion overall premiums recorded by insurers (excluding exclusive reinsurers) . The project for the national repository of insured vehicles draws its inspiration in particular from international experience. In France, for example, a file of insured vehicles (FVA) was created in 2016. It is fed by insurance companies and their intermediaries who record the license plate as soon as a motorist has taken out car insurance. In this country, insurance companies must report the alleged information within 72 hours of taking out or terminating motor vehicle liability coverage. The file contains information related to automobile insurance contracts taken out by the insured: the registration of the vehicle, the name of the insurer as well as the number of the insurance contract and its period of validity. In the event of driving without insurance, the risks incurred are not only financial, but also legal.
