Putin says Russia is open to further talks with Ukraine

KYIV, Ukraine — Russian President Vladimir Putin has told his German and French counterparts that Moscow is ready to resume negotiations with Ukraine, but that the West’s supply of arms to the government in Kyiv could worsen the crisis, the Kremlin said on Saturday.

The comments came a day after US officials signaled that the Biden administration is likely to approve the transfer of advanced long-range rocket systems to Ukraine which the Kyiv government says are needed to stop the Russian advances in the Donbass region, in the east of the country, where fighting has been intense.
