This Wednesday, November 24, the bench of Citizen Movement (MC) inside the Chamber of Deputies condemned the inequity with which he is granted the federalized budget to the entity of Jalisco; this because the state that governs Enrique Alfaro contributes eight out of every 100 pesos from the treasury, but only two is returned.

The deputy Mirza Flores, vice-coordinator of the orange party inside the Legislative Palace of San Lázaro, pointed out that the economy of the entity grew 31% in the last 10 years; however, government transfers have grown 23%, which indicates an inequitable state in federalized fiscal matters. He also added that in the last three years the lack of resources has worsened.

During a press conference, MC legislators pointed out that the budget to the entity for 2022, approved by the legislative majority, is not equitable, since it was the penultimate state to receive resources from federal participations despite being the fourth economy in the republic, according to the National Institute of Statistic and Geography (Inegi).

To argue the unequal allocation of resources in the Federation Expenditure Budget (PEF), the deputies held five points that reveal the lack of budget to operate optimally and guarantee rights such as health and education.

1.- Regarding educational, the entity received, according to the PEF 2020, only 13,000 pesos per student, when in other entities they receive up to 30,000 pesos.

2.- Regarding security, Jalisco received in PEF 2021 only 35 pesos per inhabitant from the security contribution fund, when other entities received more than seven times that of the entity.

3.- Despite the pandemic, during 2021 Jalisco will receive 2,490 pesos per inhabitant in health matters, despite the fact that in other entities they received more than double: up to 5,925 pesos.

4.- Disparity in matter educational: Jalisco subsidizes 48% of the expenditure of the University of Guadalajara, but Mexico City does not contribute a single peso to the UNAM.

5.- Decrease in support to municipalities. At Municipal Development Fund, which represents 0.50% of the federation’s budget, was distributed to the 2,469 municipalities of the country.

The complaint of this lack of budget for Jalisco and the cut in various branches was seconded by Mario Alberto Rodríguez, María Asención, Sergio Barrera, Elvia Yolanda Martínez Horacio Fernández, Leticia Chávez and Salvador Caro, all members of MC, which is also the same party from Enrique Alfaro, governor of the entity in question.

Finally, the militants of the orange party closed ranks alongside Alfaro and seconded the idea of ​​establishing the consultation of the Fiscal Pact to be carried out in the following weeks, in response to the Citizen Table for the Analysis of the Fiscal Pact.

The creation of the proposal “New Pact: Equity and Fiscal Solidarity” Its purpose is to discuss and analyze with the inhabitants of the state the steps to follow to achieve a fairer budget, which would involve a renegotiation with the federal government regarding contributions.

It should be remembered that on October 5, Alfaro Ramírez proposed to make a new fiscal pact, with the intention that the contributions that the state makes to the federation, as well as the resources it receives from it, be reviewed for a more equitable economic exchange.

Against this background, the head of the local executive pointed out that the distribution is not fair, since the benefit that the state receives is not equitable with the size of its economy. In addition, he added, that “Jalisco has the 3rd highest GDP per capita in the country, but it is the penultimate state in resources per capita of the federation ”.

This position is not new, because like Alfaro, other nine governors demanded the renegotiation of the so-called Fiscal Pact, for which they joined in a group called Federalist Alliance (AF); however, they were unsuccessful, as the president Andrés Manuel López Obrador (AMLO) never received them in his office.
