National Democrats issue memorandum of purpose lowering expectations for 2022

The Democratic Legislative Campaign Committee (DLCC), the state’s Democrat-aligned campaign arm, no longer believes it can overthrow the Arizona and Pennsylvania legislatures after pledging to do so earlier in the cycle.

The DLCC released an updated version of its state legislative priorities, which illustrates the issues they’re heading into midterm and shows Republicans have momentum in November.

The state Democrats-aligned committee’s new target memo looks different from the state’s original Democrat target chambers released in March 2021. It showed the DLCC no longer believes it can overthrow legislative chambers in Arizona or in Pennsylvania.

Both states are now listed on the memo under “Reverse Republican Benefits” rather than “Make a Play for Vulnerable GOP Majorities.” The memo cites the “political environment” as the reason the DLCC can no longer reverse the two states.

This comes after the DLCC repeatedly targeted Pennsylvania and Arizona and touted their momentum in both states throughout last year and even into March.

For Arizona, the original March 2021 strategy memo said Democrats “are on the verge of securing a legislative majority in both houses” of the state. In September 2021, DLCC National Press Secretary Christina Polizzi also stated that “Arizona is one of our [DLCC’s] priority targets.

Additionally, in December, DLCC President Jessica Post said the committee was targeting Arizona because new maps after the redrawing process “could present opportunities”, and the New York Time wrote that DLCC is “focused on flipping” Arizona.

In Pennsylvania, the original March 2021 strategy memo called GOP majorities “extremely vulnerable” and promised to “mount an aggressive challenge” in the state.

Post also said that the DLCC was targeting Pennsylvania because new maps after the redrawing process “could present opportunities”.

And in a March interview with the Daily Kos, Post said that “In Pennsylvania, huge improvements in State House maps, sure. There are about 12 other seats won by Hillary Clinton. It is certainly a way of evaluating the data. So it’s a great possibility for us to switch this room from red to blue. [Emphasis added].

the Time noted that the DLCC is “focused on flipping” Pennsylvania.

With the new DLCC revelations, its counterpart, the Republican State Leadership Committee (RSLC), the state’s Republican-aligned campaign arm, responded by saying it admits to being coached by President Joe Biden.

“Even the DLCC is now admitting that Joe Biden is coaching the state Democrats and they have huge problems before November,” said RSLC communications director Andrew Romeo. “It turns out that mimicking the president’s radical agenda in states like Arizona and Pennsylvania is a losing strategy, which is why the DLCC is apparently waiving the white flag on those battlegrounds despite swearing to reverse them earlier in the cycle.”
