Mental illness in prisons goes untreated, leading to deaths: lawsuit

As Marcus Penman banged his head against a cell door while suffering from an episode of mental illness, no Kentucky state prison guard tried to calm him down. And no mental health care provider was called in to defuse the crisis.

Instead, 40 minutes Video obtained by USA TODAY showed a detention officer squirting Penman three times in the face, then tasing him six times — including with an electric shock that lasted 18 seconds. A team of six officers—none of whom had extraction training—dragged Penman from his cell.
