The Governor of Illinois JB Pritzker says he wants his state to continue its Invest in Kids grant program, but only if he doesn’t have to spend political capital to get it passed. That’s the message hidden between the lines of his statement last week that he would not block the program, which provides scholarships to more than 9,000 low-income students, if anyone else Springfield could do it.

“I will support it if it comes to me to expand the program in any form,” Mr. Pritzker said. “I mean, I can’t imagine it would manifest in a form that I wouldn’t want. But again, the reality is that the legislature must follow this process.
