At one point, Constable Roedema can be heard on the police body camera video saying, “He grabbed your gun, man.” This intensified the confrontation. Constable Woodyard, who held Mr. McClain’s left arm, later told investigators that after the comment his goal was to “knock him to the ground as hard” as possible.

Ms. Newman, counsel for Mr. McClain’s father, disputes this detail, saying it was “clearly fabricated” by the officers to justify their behavior. She also said the officers’ weapons were in “security cases” and could not be easily removed.

Officer Rosenblatt said he applied a carotid grip to Mr. McClain’s neck for about a second as officers struggled against the 5-foot-7 ground Mr. McClain, according to the report. A carotid plug, according to the report, is the application of pressure “to the left and right sides of a subject’s neck to deprive the brain of oxygen and cause loss of consciousness.”

While Mr. McClain was on the ground, Constable Woodyard applied another carotid plug to him.

Officers “applied pain control techniques and restraints to Mr. McClain continuously from the first moments of the encounter until he was taken on a stretcher,” the report said.

While the police did this, the report said, Mr. McClain can be heard on the police corps video saying, “You are all phenomenal, you are beautiful. Forgive me.”

“Oh, that really hurts,” he said. “You guys are too strong.”

According to the report, Mr McClain said as his voice died down: “It’s just that I can’t breathe properly because …”

When emergency medical workers arrived, they appeared to “have accepted officers’ impression that Mr. McClain had induced delirium without corroborating that impression with a significant observation or diagnostic examination of Mr. McClain,” the report said.
