Illinois FOID card issues: Calumet City woman says she received card with bad image after year of waiting

CHICAGO (WLS) – There are new complaints about Illinois Gun ID Cards, or FOIDs, this time from a Calumet City woman who said after waiting nearly a year his credentials, only to get a card with a stranger’s face on it.

Koffie Brown said she had no idea who the man in the photo was and couldn’t ask the state to fix the issue.

She said she never thought it would take this long to receive her FOID card and now she is wondering if she will have to wait another year for the state to get it right.

“I am ready to buy a gun,” Brown said. “I waited a year.”

Brown said she applied for her FOID card in July 2020.

“I don’t understand why we have to go through all of this to be able to carry a gun. I don’t understand it,” she said.

To make matters worse, when she finally got her card, she had someone else’s photo and signature with her name and personal information on it.

“I wonder who this man is and who has my information? ” she said. “It scared me a bit.”

Complaints are pouring in about FOID cards and transport licenses that have been hidden for more than a year. Dozens of people across the state said they had been waiting for their gun credentials for months and could not contact anyone in the state for answers.

Brown said the whole experience had left her very frustrated.

“I’m still in limbo while waiting for this card. I have already taken my concealed carry course, but I can’t apply for it until I have my FOID card, so I’m still stuck,” he said. she declared.

The I-Team has contacted the Illinois State Police, who handle the credentials. They apologized for the incorrect picture, saying in part, “This was the result of a coding error in the software of a program that was written five years ago … These cards represent approximately 1% of cards processed in the first four months of 2021. As soon as the error was discovered, the Illinois State Police (ISP) Bureau of Firearms Services (FSB) printed and sent all identified photographic errors.

Regarding the FOID card and CCL delays, the FAI said: “The new FOID backlog has decreased by 18% and the renewal backlog has decreased by 38% since March 2020, which can be attributed in part to more hires and technological advances. “

It takes the state nearly five months to process new FOID requests, and FOID card renewals take just over six months, according to the ISP’s website.

Brown said she still had not received her corrected FOID card.

“Come together,” she said. “It shouldn’t take that long to apply for a FOID card. Hire people. Do whatever you need to do. You shouldn’t have a citizen waiting a year.”

The FAI said it is currently pushing for legislation that would help streamline the firearms accreditation process, such as consolidating FOID and CCL cards into one card and creating an updatable electronic card. instantly.

Brown said the state had finally responded to her and said she should receive her new card, but did not specify when.
