A government funding bill slated for a procedural vote Tuesday in the Senate will include more than $12 billion to help Ukraine continue its bloody war against Russia, a source familiar with the matter told Fox News Digital.

The inclusion of the funding comes after President Biden requested $13.7 billion for Ukraine earlier this month. If the Senate bill passes, this final tranche will bring the total funding for Ukraine approved by Congress to approximately $65 billion.

The source familiar with the bill said it will also include funding for the resettlement of Afghan allies; winter heating assistance; aid in Jackson, Mississippi, in the midst of its water crisis; reauthorization of FDA user fees, and more.

Biden has also asked for money to fight COVID-19 and monkeypox, though many top Republicans have opposed those priorities and it’s unclear if they’ll be in the bill. law.

The United States has already provided about $54 billion in funding to help Ukrainians and their President, Volodymyr Zelenskyy, defend against the Russian invasion.

CONGRESS FLIRTS WITH GOVERNMENT CLOSURE AS MANCHIN AUTHORIZATION BILL MAY REDUCE FUNDING PACKAGE

Congress faces a midnight Friday deadline to pass the temporary funding bill or non-essential parts of government will be shut down. This bill is expected to maintain government funding until the end of the mid-term.

It’s common for lawmakers to try to add other priorities to these last-minute bills, although some are likely to complain about these additions. Many Senate Republicans say they want the funding bill to be as “clean” as possible.

A significant proportion of Republicans, especially senators and moderates in both chambers, still favor maintaining funding for Ukraine. But another round of foreign aid could draw complaints from GOP tax hawks and those worried about increased US involvement in this war.

Fundraising-friendly Republicans, along with the Democratic majority in both chambers, will likely tally more than enough votes for money from Ukraine to land on Biden’s desk.

SEN. JOE MANCHIN PRESSED ON HIS ENERGY PROPOSAL: ‘WE NEED TO GET TOGETHER AS AMERICANS’

The biggest problem facing the funding bill, the text of which has yet to be released, will likely instead be an energy permitting bill backed by Sen. Joe Manchin, DW.Va. Manchin struck a deal with Senate Majority Leader Chuck Schumer, D.N.Y., last month to deliver vote-enabled reform in return for supporting the Democrats’ social spending and tax bill. .

Schumer has scheduled a vote on the package, to include Manchin’s energy proposal, for Tuesday night.

But he may not have enough support, given opposition from Green Democrats and many Republicans who, while fond of the underlying leave policy, are angry with Manchin for his vote. on social spending and the tax bill.

If that vote fails on Tuesday, Congress will face a mad dash to avoid a partial government shutdown before Friday’s deadline.
