EU to decide sanctions on Russia for recognizing Donetsk, Luhansk


BRUSSELS (AP) — European Union foreign ministers will meet Tuesday to decide what sanctions to impose on Russia’s decision to recognize two breakaway regions in southeastern Ukraine, the bloc’s chief diplomat said.

Josep Borrell, high representative of the EU for Foreign Affairs and Security Policy, pointed out that at the meeting in Paris “the political decisions on the European response will be made”.

“Clearly, that response will be in the form of sanctions,” Borrell added, noting that the objective is not to impose the full range of measures that Brussels has prepared in case Russia invades Ukraine, but rather to address the recognition of Donetsk and Luhansk as independent entities.

Asked if Moscow’s decision to send “peace forces” to Ukraine is already equivalent to an invasion, Borrell said: “I would not say that it is a full-fledged invasion, but Russian troops are already on Ukrainian soil.”
