Earlier, during a debate on a proposed Davis amendment to environmental permits, Graves praised Davis for “finally coming up with a good idea.”
And while referring to the C and D + ratings that America’s infrastructure gets in bulletins released by groups like the American Society of Civil Engineers, Graves said, “While Rodney Davis’ parents would be delighted to see these types of ratings make it unacceptable for other Americans to live under these conditions.
Davis said in a statement that the two second-term lawmakers were friends.
“Just two good friends trying to bring a little levity to some markup of a bill that’s going nowhere,” he said.
Graves said Davis had planned it.
“If you know Rodney, the only way to be his friend is if you can provide at least 50 percent of what he does,” he said. “We were just bringing a little levity to an otherwise horrible bill and a horrible process. If the bill were a person, I would call him a dufus too.”
The markup is expected to continue until Thursday.
