Certification of health care access centers (PASS) in Hauts-de-France
Created in 1998 by the law relating to the fight against exclusion, the health care access centers (PASS) are located at the interface of the health and social fields. Their mission is to promote access to care for people in precarious situations.
Numerous elements have highlighted the need to update and complete the 2013 national specifications which define the missions of these hotlines for access to hospital healthcare, in particular:
- the appearance of new forms of precariousness, accentuated by the health crisis of 2020 and its long-term consequences;
- the increase in care for migrants requiring specific support;
- the development of mobile activities by numerous actors (PASS but also mobile precarious psychiatry teams, mobile teams from medico-social structures for populations facing specific difficulties such as LAM/LHSSM/CSAPA/CAARUD/ESSIP, other social teams and mobile sanitary facilities…).
The ARS Hauts de France wishes to make this offer more visible by allowing local stakeholders and health establishment services to better understand it and use it wisely.
The regional specifications are the variation of instruction No. DGOS/R4/2022/101 of April 12, 2022 relating to the specifications for hotlines for access to hospital health care (PASS).
