An alleged irregularity in his resume could complicate the appointment of Arturo Luna in the portfolio of Science, Technology and Innovation.

The last minister of Petro’s cabinet has a lawsuit against him

After a week of the possession of Gustavo Petro in the House of Nariño, the last appointment of the government cabinet was announced. This is Arturo Luna as the new Minister of Science, Technology and Innovation.

Although it was one of the most anticipated portfolios to end Petro’s cabinet, the new Minister of Science has a annulment claim against him before the Council of Statefiled by the same Ministry of Science, according to the broadcast of Noticias Uno on August 14, 2022.

According to the newscast, the controversy arises because Arturo Luna worked for the Ministry of Science in the government of Iván Duque as manager of Science and Technology. However, when the Internal Control Office of the Ministry and the Directorate of Human Talent reviewed one of the requirements to fulfill the position, They verified that he did not comply with the authentication stamps and the proof of his experience in the United States.

To meet the requirements of the Science and Technology Manager position, the Ministry requests a minimum experience of 36 months related to the position, a requirement that Luna did not meet.

Arthur Moon presented a 25-month experience at the University of Tennessee at the Science Center, but according to the lawsuit filed against him, the document presented by Luna did not have the signatures of the consular authorities of the United States and Colombia, nor the description of what functions he performed in said position. That is, he does not meet the necessary professional experience.

The first document revealed by Noticias Uno is a memorandum dated March 30, 2021 where the Human Talent area informs former Minister Mabel Gisela Torres Torres that Arturo Luna did not meet the legal requirements required to validate the certifications issued abroad.

The Ministry of Science asked Luna through the lawsuit resign from office, but filed a complaint flatly denying the request. For this reason, MinCiencias proceeded to demand her appointment before the Council of State on June 23, 2021, where she was filed in the second section.

However, the demand has not advanced since then. As stated in the claim for annulment, this claim does not result in a disability for the new minister. Arthur Moon, but it does force him to declare himself impeded against everything related to said lawsuit. Likewise, he will be able to assume the maximum position of the Ministry of Science as long as he is indicated of not having certified the experience for a position inferior to the same portfolio.

Arturo Luis Luna Tapia, is currently married to Kelly Estella Orozco Méndez. The today appointed Minister of Science was born in Ovejas, Sucre. There he took his first steps in his studies being a technical bachelor’s degree in agriculture in 2000, then he graduated as a biologist in 2008 and received a doctorate in basic biomedical sciences in 2016.

Since February 11, 2019, Arturo Luis Luna has been working as science and technology manager in the administrative department of Science, Technology and Innovation.

Before joining this ministerial portfolio, Luna worked at the University of Tennessee, from 2016 to 2018, where he worked as a scientific researcher.

His first public position was in the secretary of education in the city of Sincelejo, where he worked as a teacher and administrative assistant, he was also a professor at the University of Sucre in the master’s degree in Biology.

According to sources from Infobae Colombia, the minister appointed by Gustavo Petro, presumably has a process underway in the Comptroller General of the Republic, in the next few days it will be announced in which the Minciencias, Arturo Luna, would be involved.
