RAFAH, Gaza Strip—When Israel’s retaliatory airstrikes on Gaza began last week, Wafa al-Saqqa, a retired American teacher who came to visit her ailing father, decided to stick it out, believing that his upscale northern neighborhood would probably not be targeted.
